Let me give you an example, let's say you play Runescape. You want to cheat like heck, so you go into the C:/.jagex_cache_32 folder. You change all your levels to 99, and then go on Runescape to show off. Oh wait, you can't! Although you changed all your levels to 99 from where you are at, the server will change it back.

That is because the server(game) doesn't work like this, and every few seconds the server(game) makes sure you have the correct amount of levels, or in your case, the correct amount of chips. You would have to hack into their database to change your chip #'s, which is a felony punishable for life.
