Can I do this (poker room deposit question)?

Could I cash out all my chips, uninstall my poker room software, sign up under a new name and get a bonus for a first time deposit using the same software, reinstalled?

Why don't you try joining a room like Absolute or Party Poker where they are constantly offering reload bonuses? Also, if you're on one of the 'network' sites, you can join another room on the network and get the sign-up bonus for that particular room (good with Prima sites).
As for uninstalling, I think the poker sites are wised up to people doing that and you could risk having your account suspended if you use the same email or deposit method. There's no reason why you can't sign up under a family or friends name though.
