It depend on where you want to base your operation and what software solution you want. If you want to set up in the UK your going to need licences. The link that was provided in one of the previous posts wouldn't help you with your rigged poker problem. As I see it you would just be a franchise using someone else's software with no real security. But I could be wrong. If you realy want I could try to find out more for you, let me know.
