I need some help with buying my mom a new puter. I need to know what are the best specs for a home PC.?

I am trying to buy my mother a new puter for her birthday coming up and I need some help on what to look for. I am looking for one that will be fast and efficient. She runs two sometimes three things at once and wants one that the pages load and function fast. I have no clue where to begin. I need all the help and suggestions that anyone can offer me. If she runs multiple windows try recommending Mozilla firefox rather then internet explorer, its quite a bit more stable and tabbed browsing makes it very easy for her to swap around web pages. Now if you wante4d the ultimate in multi-tasking I would be reccomending you get Ubuntu 7.10 with Beryl and Compiz.
