Why do you have to be 21 to play free poker?

I don't understand, I'm 17 and I want to download Poker Stars to learn to play free poker, but it says you have to be 21 to play poker on their site. To gamble, you have to be 21, but is it actually gambling if there is no money involved? Should I just download it anyway? I don't want to get in any trouble by playing poker there when im not 21 (even though it's not for money)

You have to be 18 years of age if you want to play at PokerStars. They collect your details to confirm that you are not underage.
